| The House passed legislation on April 26, 2001 that would make it a federal crime to harm a fetus during an assault on a pregnant woman. The bill was opposed by pro-choice legislators who argue that it is part of a larger effort to define a fetus as human, thereby undermining abortion rights. The bill passed by a vote of 252-172 and is supported by the Bush administration. Its fate is unclear, however, in the evenly divided Senate. A similar bill that was passed by the House in 1999 stalled in the Senate after the Clinton administration threatened to veto it. (4/26/01) |
